
A public address (PA) system distributes clear, intelligible speech and audio across a building or site — from a microphone or audio source, through amplifiers, to loudspeakers arranged in zones. It is how an airport pages a passenger, a school signals the end of a period, or a mall plays background music. But the plain term hides a distinction that decides which standard your project must meet, and how much it costs to get right.
Everyday PA handles announcements, paging and background music. A voice alarm — also called voice evacuation, together written PA/VA — is a life-safety system: in an emergency it delivers automatic, intelligible evacuation messages that take priority over everything else. That life-safety role is why PA/VA is held to the EN 54 family of standards (for example EN 54-16 for the voice-alarm control and indicating equipment and EN 54-24 for the loudspeakers), with continuously monitored cabling, standby power, and fault reporting. An everyday paging system is not held to those requirements; a voice-evacuation system is.
The building blocks are consistent: audio sources and emergency microphones; a controller or matrix that manages zones, message priority and the emergency logic; amplifiers sized to the connected loudspeaker load with spare capacity; and loudspeakers chosen for even coverage and speech clarity. In a life-safety system the loudspeaker lines are monitored end to end and backed by standby power, so a single fault is detected rather than discovered during an evacuation.
The point of a PA system is that people understand the message, not merely hear a noise. Intelligibility is designed — loudspeaker layout and coverage, the room’s acoustics and reverberation, and a target speech transmission index (STI) all decide whether a message reads as words or as echo. Louder is not clearer; a well-designed quieter system beats an over-driven loud one.
In many buildings the voice-evacuation system integrates with the fire-alarm system, so that detection automatically triggers the correct evacuation message in the correct zones. The interface between the two systems, and the cause-and-effect matrix that maps detection to messaging, are as important as the audio itself — and are exactly where an integrator who owns both scopes removes risk.
