Extra-low-voltage (ELV) systems — structured cabling, networks, CCTV, access control, fire alarm, public address, AV — are the nervous system of a modern building in Saudi Arabia. When they are specified and installed well, nobody notices them; when they are not, the problems surface as failed inspections, retrofits and finger-pointing between trades. Choosing the right low-current contractor is therefore one of the highest-leverage procurement decisions on a project — and, with the pace of construction under Vision 2030, an increasingly common one. Here is a practical framework for evaluating one.
The first decision is structural. Splitting ELV across several specialist subcontractors can look cheaper on paper, but it pushes the integration risk onto you and the main contractor. Interfaces between systems — the fire alarm triggering door releases, CCTV riding the same backbone as the network — are where projects fail. A single integrator that owns cabling, networks, fire, security and AV under one design removes those grey areas and gives you one accountable party for the whole low-current package. Ask whether a bidder can actually self-deliver the full scope or is quietly relying on others.
Competence shows up in the standards a contractor designs to. For structured cabling that means TIA-568 and ISO/IEC 11801; for fire detection and alarm, EN 54; and across the board, compliance with the Saudi Building Code (SBC 801) and the approvals required by the General Directorate of Civil Defense. These are not optional in the Kingdom — a fire or life-safety system that cannot secure Civil Defense approval will not hand over. Ask to see how a contractor documents compliance, not just whether they claim it.
A cable that is installed is not a cable that is certified. Insist on documented testing — channel and permanent-link certification for copper and fibre, with results you can archive — because that record is what protects you at handover and during the warranty period. Look too at what happens after go-live: a credible annual maintenance contract (AMC), spares strategy and response times matter more over a building's life than the install price. Finally, ask for references you can verify on comparable work, especially in education, government and enterprise fit-outs.
